It is unnecessary.
Living in England, we are not exactly exposed to the world’s most blistering heat (as matter of fact, those that are, are wise enough to cover up…) but still the instant the sun comes out men will start to roam the streets with their shirts off. Is it really THAT hot that you can’t just stick to a t-shirt?!
Occasionally it really is too hot to be wearing a t-shirt.Why should people be forced to be uncomfortable and sweaty in the heat rather than remove unnecessary clothing?

It is a risk to health
Skin cancer is on the rise amongst males as they tend to be less careful about sun protection and less aware of the early signs of this disease. By taking their shirts off in strong sunshine men expose themselves to all the harmful effects of UV rays and increase their cancer risk. If restrictions can cut down on this then it could potentially save lives.
Following this logic then it should be made illegal to leave the house without a full body UV protection suit. Skin cancer is a serious issue, but must be solved through education, not silly nanny-state legislation.

It’s about FREEDOM!
What about anyone’s freedom to walk through the streets without having their vision assaulted?!
In all seriousness, what about equality, which goes hand in hand with freedom? Women can’t walk around without shirts on, why should men?
We should live in a society were we are free to wear what ever we choose. Clothed or naked, we are expressing ourselves through our external appearance and must be allowed to do so in any way we choose.
If people don’t like what they see, that is their problem; we do not legislate against ugly people going out in public, do we?

We should encourage people to be comfortable with their bodies
Surely seeing others flaunting their toned abs is only going to make the majority of people feel worse about themselves. It is better for self-esteem to be able to hide any little flaws under a nice top, and not be constantly presented with others’ torsos to compare yourself to.
The rise of eating disorders like anorexia and bulimia and the increasing popularity of plastic surgery suggests that our society is undergoing a body image crisis. By forbidding the exposure of naked flesh we are reinforcing the idea that the human body is something ugly to be hidden, when in fact we should be encouraged to embrace our physicality, whatever size or shape we are.
