Surely food takes precedence.
The increasing demand for biofuel increases the price of food crops (provided supply is constant or is increases at a slower rate compared to demand) increases. This makes aid efforts more expensive. The plights of aid-receiving countries worsen. For poor countries, people are unable to afford cheap staples.
Fuel is required to produce the packaging for the food, to run the processing factories and to transport the food from the producer to the consumer.
