I personally don’t think they fail to implement, they do implement but it does not work. Why is this? Simply because African cultures are much different from western culture. So African much search for its own kind of democracy which will best suit the different cultures and traditions and the way of living.

Colonial history had major ramifications upon the present day situation of all African nations. The imposition of the tribal governing method created a ruling system where foreign occupiers assumed that ethnic groups were insular and did not overlap. Foreign powers were right to assume that African society was not homogeneous but their interpretation of African society created alternate groups of elites who each possessed power within their ‘tribal’ units. The creation of a finite ‘tribe’ caused problems when African nations started to demand independence in the 1950s and 1960s. Those elites propelled by the tribal system did not want to lose power, and were able to use the then legitimate tribal tool to mobilize support and create a barrier between the development of democratic institutions, rather serving to entrench the tribal creations of colonial rule. These apparently traditional institutions have survived into the twenty first century and as a result African democracy cannot be viewed as being part of the same democratic norms that Western nations possess. Developmental plans are often criticized by African groups claiming that certain tribes receive more of the pie, which may very well be the case, simply because the mobilization of such tribes helps elites maintain power.
